Before you create a Labour Hire Licensing Online (LHLO) account

A nominated officer is required to be the LHLO account holder and complete this application for a labour hire licence. The nominated officer must be a natural person who is responsible for the day-to-day conducting of the business to which the licence relates.

  • If you are a sole trader, you will be the nominated officer.
  • If the applicant is a body corporate, the nominated officer must be an officer of the body corporate.
  • For all other organisations, the nominated officer must be a natural person who has sufficient knowledge of the organisation to be able to:
    • complete the application truthfully
    • declare that the information provided in the application is true and correct, and
    • declare that relevant persons named in the application are fit and proper persons at the time the application is made.

A nominated officer is a relevant person in relation to the application and is required to provide personal information and undergo a criminal history check.

As a nominated officer you must create your account using your full legal name as shown on your identity documents.

The Labour Hire Authority (LHA) has prepared an application checklist which sets out the information and supporting documentation you will need to complete an application. We recommend you review the application checklist and have the information ready before you start to fill out the application form. Once you have started an application, you can save your progress, and resume the application at another time.

Offence to provide false and misleading information

You must answer the questions in the application truthfully. Under section 87 of the Labour Hire Licensing Act 2018 it is an offence to give LHA information that is believed to be false or misleading in a material particular, or to produce a document that you know is false or misleading (without indicating the respect in which it is false or misleading and if practicable providing the correct information). If you knowingly provide false or misleading information you could receive a substantial fine and your application for a licence could be refused, or a licence that is granted could be cancelled.

Contact with relevant persons

Nominated officers should inform a relevant person named in the application that they will receive an email from LHA requiring the relevant person to provide information as part of the application process.
