Updating details or paying fees? There’s guidance available for navigating the LHLO portal

Guidance is available for undertaking key actions in the LHLO portal, including how to change organisation and person details, respond to requests for information, and pay annual licence fees.
From the time a business submits a licence application, the Labour Hire Licensing Online (LHLO) portal becomes its primary communication channel with the Labour Hire Authority (LHA).
Nominated officers must create their own LHLO account and may not use another person’s account.
LHA issues a range of critical requests and notices to licence holders and applicants via the portal, including:
- requests for information to clarify aspects of an application or a business’ relevant persons
- reminders such as upcoming licence renewals, fee payments and annual reports
- compliance and enforcement notices.
It is crucial that nominated officers respond to any notices in a timely manner, to avoid delays and risks of non-compliance.
Failure to respond or provide a satisfactory response may provide grounds to refuse an application or lead to cancellation of a licence.

Check your details are up to date
Nominated officers must ensure their licence details are up to date, to lower the risk of missing critical LHA notices.
It is also a requirement under the Labour Hire Licensing Act 2018 (Vic) to notify LHA of certain changes; significant penalties can apply for non-compliance.
Check your business and contact details are up to date via the portal, and ensure you:
- notify LHA of any changes to your relevant persons, including if a new nominated officer needs to be added in place of a previous nominated officer
- update the phone number or email address of your nominated officer.

Compliance with reporting conditions
Licensed labour hire providers must lodge accurate annual reports in the LHLO portal on time, as a condition of their licence.
Annual reports are used to:
- ensure compliance information is up to date, including whether relevant persons remain fit and proper and compliant with their legal obligations
- ensure information about business operations are up to date, including the identity of relevant persons, business address and turnover
- assist LHA in its role to monitor compliance of licensed providers.
There is guidance available for nominated officers to lodge an annual report in the LHLO portal.
Penalties of over $160,000 for a business and $40,000 for an individual can apply for non-compliance with licence conditions such as annual reporting.
Non-compliance with annual reporting obligations may also result in licensing action such as conditions being imposed, or licence suspension or cancellation.

Application and licence fees
There are four types of fees associated with applying for and maintaining a labour hire licence:
- Application fee
- Annual licence fee
- Renewal application fee
- Certified copy or extract of the register fee.
Businesses must pay an application fee when applying for a new labour hire licence. This non-refundable fee is the cost associated with assessing an application. The same applies for a renewal application fee.
The annual licence fee is separate to the application fee and must be paid for a licence to remain current. An annual licence fee must be paid:
- when a licence is granted or renewed
- at the start of each 12-month period after a licence is issued until the licence expires.
