Media release: Labour hire companies opt to exit Victoria’s construction industry following Labour Hire Authority licensing action

Two companies in Victoria’s construction industry have elected to cancel their labour hire licences after the Labour Hire Authority (LHA) commenced investigations into the businesses.
Both companies were associated with other businesses subject to recent LHA licensing action:
- 24/7 Labour Pty Ltd cancelled its licence on 15 June. LHA cancelled the licence of associated entity 24/7 Personnel Pty Ltd in May.
- M1 Security Services Pty Ltd cancelled its licence on 18 June. LHA issued a notice of intention to cancel the licence of associated entity M1 Trades and Labour Pty Ltd in March.
LHA was actively investigating both 24/7 Labour and M1 Security Services, and had requested information from the companies. Both cancellations were voluntary.
LHA has cancelled 164 licences of labour hire companies operating in Victoria’s construction industry and refused a further 50 licence applications in the sector, as of 30 June 2026.
This excludes voluntary licence cancellations and application withdrawals, regardless of whether they occurred following LHA enquiries or compliance action.
LHA may continue investigations relating to civil or criminal penalties where applicable after a licence is cancelled. Licence holders are required to maintain and produce labour hire business records for six years. LHA does not disclose information that may impact its investigations.
Details of company decision-makers are retained in LHA intelligence holdings, and LHA considers any past investigations when assessing new applications by previously identified persons.
Under new labour hire laws in effect in Victoria from June, people involved in running labour hire companies must pass a more rigorous ‘fit and proper person test’. The test considers:
- control or influence exerted by other persons who are not fit and proper
- the person’s character, including their honesty, integrity and professionalism.
Under the Labour Hire Licensing Act 2018 (Vic), penalties of more than $660,000 for a company and $160,000 for an individual apply for using or providing unlicensed labour hire services in Victoria.
Details of all licensed labour hire businesses are available on the Labour Hire Licence Register on the LHA website – this free public register is searchable by licence number, business name or ABN.
