Media release: Construction company barred from Victoria after regulator shines light on shadow labour hire operator

The Labour Hire Authority (LHA) has cancelled the labour hire licence of 24/7 Personnel Pty Ltd, following an investigation into the business and the people running it.

LHA found the company had failed to declare Jay (Jie) Zhu as a ‘relevant person’ – a senior decision-maker within the business – in breach of the Labour Hire Licensing Act 2018 (Vic).

LHA also found that the company knowingly provided false and misleading information to LHA about Jie Zhu’s role in the business, which is a criminal offence under the Act.

To hold a labour hire licence, businesses must supply information and identification for all relevant persons, to enable a range of checks to assess whether they are ‘fit and proper’.

Labour hire companies face licence cancellation and potential penalties if any of their relevant persons is found not to be fit and proper under the Act.

LHA made no determination on the fit and proper status of Jie Zhu – the failure to disclose a relevant person, and the knowing provision of false and misleading information, provided sufficient grounds to cancel the licence.

If 24/7 Personnel provides labour hire services in Victoria after the cancellation takes effect on 12 June 2026, it faces penalties of over $650,000 for a company and $160,000 for an individual.

The same maximum penalties apply to any business found using labour hire services provided by 24/7 Personnel after that date.

This licence cancellation is part of a continuing focus on the construction industry by LHA and other government agencies.

LHA licensing actions in the construction industry (as at 12 May 2026) include:

  • 49 licence applications refused
  • 153 licences cancelled
  • 48 licences with conditions imposed.

Details of all licensed labour hire businesses are available on the Labour Hire Licence Register on the LHA website – this free public register is searchable by licence number, business name or ABN.
