Media Release: Company director faces fines for alleged lies and fake document in Labour hire licence application

Victoria’s Labour Hire Authority (LHA) has filed four criminal charges against a company director for allegedly repeatedly providing information to LHA that he knew to be false or misleading.

A total maximum penalty of more than $120,000 applies for the charges, under the Labour Hire Licensing Act 2018 (Vic).

LHA alleges that Korb Tin provided false information and produced a false document in support of a labour hire licence application for his business KSK Pty Ltd.

When assessing an application, LHA may make enquiries to test whether a business and its relevant people are fit and proper and compliant with relevant laws, including labour hire laws.

It is alleged that Mr Tin falsely claimed that he was not involved in a separate labour hire business, and produced a false invoice to LHA.

Providing false or misleading information to an inspector or to LHA is a criminal offence under the Act, carrying maximum penalties per charge of more than:

  • $29,000 for an individual
  • $148,000 for a company. 

LHA continues to deliver significant enforcement outcomes, including several recent prosecutions:

  • In December 2024, Nirrorn Labour Pride Pty Ltd and its director were issued penalties totalling $287,500 for failing to comply with licence obligations.
  • In September 2024, Monorom Labours Power Pty Ltd and two directors were issued penalties totalling $263,889 for failing to comply with licence obligations.
  • In September 2024, the Supreme Court of Victoria issued a total of $759,674 in penalties to five construction companies and three company directors for their involvement in unlicensed labour hire operations in the construction industry. 

LHA oversees Victoria’s labour hire licensing scheme, which was introduced following findings of widespread exploitation and unlawful activity in the industry.
